Readynas Ultra 6 Expansion Failed

That's a separate expansion limit. You can't expand past 16TB you have to factory default with that capacity in place. So even if you factory default with say a volume of 15TB you can't expand past 16TB.
You could contact NetGear support to see if they can confirm my suspicion that you may be hitting the 8TB online expansion limit. If that is the case then you will need to do a factory reset. You should really backup important data regularly anyway and now would be a good time to start.
