ReadyNAS will not boot / USB Recovery (RN31600)

I've attempted this with a few different older USB drives now, and have had no luck.

When holding the reset button, I should be getting some sort of boot menu, from which I could select different options like memory test, disk test, and the one I actually want, OS Reinstall.
That menu does not appear at all. Is there a reason that it is not showing up?
Actually, OS Re-Install is not the same thing as USB recovery. OS Re-install re-installs the OS on the drives from the onboard flash. USB recovery re-writes the onboard flash from what's on the USB. USB recovery does not use the reset button at all. On a 316, it uses the OK button. See this article: How-do-I-use-the-USB-Recovery-Tool-on-my-ReadyNAS-OS-6-storage-system .
Your lack of a boot menu is likely another sign of a corrupted internal flash on the NAS. USB recovery should also fix that.
- Gotcha. So what confused me then (I saw that article first) was this:
If your ReadyNAS system is an RN316, RN516, or RN716X:
After powering on the ReadyNAS system, wait for the backlight around the touchpad to turn off.
Instead of the Backup button, press and hold the OK button for up to 30 seconds, until the LCD confirms that the ReadyNAS is attempting to boot from the USB drive.
When I power on the system, the backlights turn on and never go off at all. There is no moment after I turn it on that the backlight around the touchpad is off.
