unable to access file created by someone else.

After every change I make I go to the Advanced Options and check the "Set ownership and permission for..." and then apply to ensure it fixes the files, but it doesn't change any of my problems.
If I set to "Read Only" and turn on Write for the group, no one can write to the shared.
The setting in the Advanced Options are all set as "Read/Write".

well I checked out a few other things and noticed I was still running firmware 4.2.5, so I upgraded to latest. 4.2.22 and reset everything.. Now works with following setup.
Default Access: Disabled
Read-Only Users: user1,user2
Write-enabled Users: user1,user2
Removed all the files and res copied them back via the accounts logged in and now user1 and user2 have complete access to all files..
