If quotas are not already enabled for the volume, setting a quota for a share is supposed to prompt you and let you know that setting a share quota will enable quotas for the volume. Perhaps somethine is amiss there. Try disabling and re-enabling volume quotas, or just manually enable them if they aren't already.

Note you are trying to set quota for a share, and not a volume.
I'm not having any trouble with setting a 640 GB quota on a test share on my own NAS running 6.10.5 firmware. What firmware are you running?
Can you try creating an empty test share, and see if you can set the quota on it?

I checked that on my RN102 (6.10.5), and I did get the prompt.

Don't know what was amiss, but disabling volume quotas and re-enabling first volume then the share quota seems to have fixed it.

That's great. It was partially a guess. But others have reported funny issues with quotas that are fixed that way, so I figured it was worth a shot.
