You can run DD-WRT and enable this yourself if you are comfortable flashing your router: http://www.howtogeek.com/221889/connect-your-home-router-to-a-vpn-to-bypass-censorship-filtering-and-more/
You can also use "OpenVPN Client" in the Google Playstore (Pro version $7.99) to connect to a TAP VPN on a non-rooted Android phone: http://mrrobwad.blogspot.com/2015/03/connecting-to-netgear-nighthawk-vpn-with-android.html
If you have a rooted Android you can load the OpenVPN TAP binaries yourself.
