Allow Admin to Force Orbi AX Satellte to Connect to Specific Satellite or Router Indefinitely

I have a strange situation where no matter what, my upstairs satellite only connects to the router instead of connecting to the satellite that is much closer.

It would be nice to force a satellite to connect to a specific satellite unless there is no signal, then it should default to the router.
