Bandwidth Control by MAC Address

This is as simple as 1-2-3 to implement: Currently we can limit bandwidth by IP range. I want there would be another option beside IP range, MAC address. Also I want to limit bandwidth for specific domain (like youtube, twitch etc.) like we can do now in Access Control.
