This is a brilliant idea. Our daughter is on FaceTime all the time and one of the problems now is with the new Comcast max 1TB per month. We run a business from home and therefore we’re reaching the max per month just because she’s FaceTiming. If there was a way to throttle the max bandwidth on certain SSIDs like the guest SSID then we could connect her to that one and then she wouldn’t use all our data!
