Update the R9000 with Circle

It's not oka that the R9000 is being deprioritized from important updates to its firmware, such as, but not limited to Cicle parental controls.  This was a very expensive router with users who chose to spend that much on Netgear.  If things like this aren't fixed you will lose at least 1 customer, but I suspect many more than that.
