What for exactly?
A scheduler for the user facing (visible) network - while the wireless backhaul (invisible to the WiFi clients) remains up?
In case you expect the backhaul taken down, a reliable time source must be available on the router (that's in place) but also on the satellites (which can be in any state, no software clock without router/Internet - what is again not possible without the wireless backhaul.
