CAX30 Can't connect new devices

Hello - recently replaced my old Netgear cable modem that was connected to a WiFi router with the CAX30 modem/router in order to get Gbit speeds. Part of what I do on a regular basis is connect several cell phones to the WiFi network at one time (Samsung requires cell phones to connect to a server to validate they aren't black listed phones). When I go to connect more than one device to WiFi at a time I usually only get one to connect. The others come back with "couldn't get IP address" or "Couldn't connect to network". 

My home network is set up with 5 connections

Wired (3 connections)

2.4GHz Connection (8 connected devices)

5 GHz Connection (1 connected device)

2.4 GHz Guest connection (no security) - 1 connected device

5 GHz Guest connection (no security) - no connected devices

All my household devices are connected fine but when I try to connect the new devices to the guest networks I get the "Couldn't get IP address" error, When I try to connect the devices to my 2.4 or 5 GHz network I get the "Couldn't connect to network" error.

 

I've updated the software in the modem, rebooted, tried different security settings but with no luck. If I wait 10 to 15 minutes and try again it does eventually connect. Any ideas on why these devices don't connect right away like they did with my previous router?
