CM1000 flashing lights no internet

Hello, so my internet is out and my modem is having a seizure. The power light is blinking green, the ethernet? bottom light is sold amber, and all other lights are blinking amber. When reset it doesn't seem to cycle just starts right back at blinking. The ISP tech is here but it doesn't look like anything is wrong with the incoming signal. Any help is appreciated

Factory reset the modem.

Have the ISP check the signal and line quality UP to the modem. Be sure the ISP provisions the modem correctly.
Be sure there are no coax cable line splitters in the between the modem and ISP service box. 
Be sure your using good quality RG6 coax cable up to the modem. 
Be sure to power OFF the modem for 1 minute them back ON.

Check the power adapter. Might try another using same voltage and amps seen on the power adapter.
