So i'm now pretty sure the issue is isolated to the cable modem. Using their troubleshooting tool, I had Comcast reboot the system from their end - not sure if that counts as reprovisioning. I did this a couple of times today. The link instability persisted.
The modem is not able to maintain a 1000 Mbps link to the router. As an exercise, I placed an unmanaged switch between the CM and the router. The port LEDs on the switch indicated that the router was able to maintain a 1 Gbps link, but the CM could only negotiate 100 Mbps.
If I force the router WAN port to 100 Mbps, then the link is stable.
What could be causing the CM to no longer handle a 1 Gbps link.

can you change the cable?
does it drop down to 100M on switch as well?
is the modem in well ventilated area?
