I have been in contact with Comcast, and verified that ALL PROVISIONED CHANNELS ARE LOCKED -- upstream and downstream. And yes, the modem has been power cycled, and even factory reset multiple times. Always same result.
All provisioned channels are locked, and the modem's GUI does *not* indicate partial service -- nor are there any partial service errors in the logs. But the upstream LED is still flashing.
Looks like a firmware bug to me. Odd that Netgear won't answer.

It's probably a HW problem. I would try another CM1150v.
Others have not methioned this and FW comes from ISPs after NG give it to the ISP to test out on there system.

No, it's probably not a HW problem. LOL. I *have* tried (2) CM1150V's, and both behave the same. Both have latest firmware, v2.02.03.
I initially had problems locking all (4) upstream channels, and the CM1150V correctly said "partial service" in the GUI and the upstream LED was flashing. I bought a second CM1150V specifically to prove to ISP that it was not HW. Comcast susequently found and removed a filter at the pole, and that solved the channel lock problem.
Now all provisioned channels, upstream and downstream, are locked. The GUI no longer says "partial service", but the upstream LED is still flashing as if there was a partial service problem. So the GUI and the LED are contradicting each other. Sure sounds like firmware to me.
Someone from Netgear needs to take a look at it.
