Comcast upload speeds very slow, but download is good
Have a netgear C7000v2 modem. Purchased in May 2020 (8 months ago) and have noticed really slow upload speeds lately. Comcast is my ISP, and their speed test reports ~650mb download on average, but upload rarely gets higher than 5mb. I have tested at 2am, 8am, 3pm... various times. Always similar top speed, and sometimes down to 2mb or 3mb.
All 24 channels bond and lock for download. For upload, only 3 out of 8 are bonded.
I've called comcast a few times to no avail. They say modem isn't supported, but this is because I'm on a 1000gb plan and the C7000v2 caps at 950mb. That doesn't matter though, as the 1000gb is a free 1 year trial; our intent is the 300mb plan we signed up with and it supports that fine. The best I got from them is that it isn't provisioned correctly to use the full upload potential because it's "unsupported" for my service level. One tech said they would add a ticket to update it (2 weeks ago) and that doesn't seem to have happened because the speed remains the same. The latest tech said to call Netgear, which I did, and have to pay for tech support since it's over 90 days old.
Firmware shows 1.03.01 which looks like the latest, and according to some searching only Comcast can update it (unusual, since I've updated router firmware years ago).
I've done a full factory reset, unplugged for 15 seconds, etc.
All speed tests were done on a hardwired CAT6 connection with 1GB NIC, in the same room as the modem. Service line comes in about 20 feet away. No splitters except the one outside at the service point, since the coax goes to modem + TVs inside (installed by comcast w/previous owner). As best as I can tell, this has happened since we moved here last year, and we didn't notice since we didn't upload much (moving, unpacking, doing repairs).
How can I get the ~35mb upload speed that I should be getting? We just spent $200 on this modem last year, comcast keeps pushing to rent theirs or buy another one already...

No, multiple tries with Comcast have not resolved the issue, and nobody else has replied here with anything to try. I think Comcast is dancing around it and doesn't want to solve it because it's a DOCSIS 3.0 modem even though it will support 140mb upload speed. Have done regular reboot, factory restore, tried all kinds of solutions but none work. It has to be a problem on the Comcast side but I have no other choice in ISP with 25+mb download that aren't garbage (satellite).

Ended up buying a new modem with DOCSIS 3.1 and getting normal full speeds as expected. The tech that came out also checked the lines, said they would support full speed, confirmed that my modem had the "default" boot files for it, which means it was throttled intentionally by Comcast despite the modem being capable of higher bandwidth speeds. Ridiculous, but that's what they can get away with; no other providers in the state have service over 100mb speeds and they know we don't have any alternatives.
