have you tried plugging any other devices into those ports?
Or tried a different cable (shouldn't matter but worth a shot)?
How old is the device? You've got a 1 year warranty and could go through support to get it replaced if they're for sure bad.

Yes, I've tried unplugging everything and plugging them back in and tried different cables.
I've had these over two years, but I've never had to plug more than 2 ethernet cables before, so I never that ports 3 and 4 are not working.
Does any body's ethernet ports just don't work and have found a way to fix them?

The C7000 is a cable modem/router.
You have posted your message in the section of this community given over to Nighthawk WiFi Routers. (This is easily done, given Netgear's impenetrable community structure.)

I've had a port go bad before. If you've had it over 2 years, you're past the warranty part. you could get a cheap ethernet switch and add in. Cheaper than replacing.
