How can I do this if the ports do not recognize anything is connected?
TFTP or the NMRPFlash program should work, just follow the instructions.
It is possible the mode is in a bad state and TFTP may not work.

2. If the modem/router is in a bad state and cannot accept Tftp....then what?

I was just using a TFTP feature built in to windows 11. Do you have a link to any reliable TFTP program?
