Odd issue wifi cable speed test faster than ethernet on Netgear R7000?

I have a Motorola cable modem  (*sb6120 older on) and xfinity/comcast.. along with the R7000 Netgear router.

 

I've had sluggish internet as of late and i think its turning out to have been stranger than i thought.

 

Last night i checked using speakeasy on the pc.. once again getting low rates.. 1-2 mbps down (should be 60).. (wired pc into netgear router as well).. I checked with speedtest on my s8 galaxy phone, verified on wifi.. it was at the normal 60 mbps.

 

So to test the issue i decided to pull the power cable on the cable modem and let that reset but not reset the router.. after the test everything has been at a steady 60 so far.

 

Has anyone ran into this issue in the past.. i also checked on two other ethernet wired pc's and they exhibited the same speakeasy speed issue though machine to machine on wired was 800 mbps on the network (no issues).

 I do not have QOS enabled and running firmware   V1.0.9.34_10.2.36
