Recently upgraded to Gigabit Extra with Xfinity and I am not seeing no more than 700 to 800mbps down. Even while testing with a direct connection. My modem signals are within specs and I think I should at least be getting 940mbps or even faster since Xfinity gives more speed than advertised.

A couple things.
1. do you have a screen snip of the cable connections page and event logs?
2. what site are you testing on? Try testing on xfinity's test site. Many test servers can't saturate gigabit. speedtest has gotten better but some of its servers still won't max it out.
3. what device are you testing on?

I can post the logs and the signals. I am testing using speedtest, I am testing from my PC which is custom built, with a ASUS motherboard.

try testing speeds using xfinity's speedtest site.

Netgear has the modem rated at 800 mbps down on their site. Xfinity has it rated at 927 mbps down since it is the CM1000v1 version and I get that its not supported on there anymore, for whatever reason. From what I understood it was because the older chip was expensive, and it had router like features, the new CM1000v2 has those features omitted. With the Xfinity speed test this is what it showed directly connected to the PC. It seems the attachments take a few minutes to show up. Still no over provisoning on the download but the upload it did have it.

Its rated to about 940mbps because it only has a gigabit port.

I have updated this as solved. I have also gotten a Netgear CM2000 as Xfinity has delisted the CM1000v1 as being supported by their service. Not even Netgear has the v1 of the CM1000 in their list in the knowledge base. How would I get the full 1.2 gbps speeds to my devices using a 2.5GBE router?

Do you have a router with a 2.5gig port?
What router is it?
I'll say you won't notice much (if any) difference going from 940mbps to 1.2gig. I have the same xfinity setup and didn't notice a single change. reason why is most sites/servers won't max out gigabit service so the change to 1.2, didn't really change much of anything.

I have a dated Netgear R6400v1 which is on its way out, plus I only get upwards to 400mbps on wireless connections. I was thinking of getting the newer RAXE500 and future proof everything. The R6400v1 does not have the 2.5 port.

I know but for some odd reason with the R6400 the speeds to my wired devices are no greater than 300 to 400 mbps. I am using Cat6 cables as well. Might as well get the latest to take advantage of what I am paying for.
