C7000-100NAS not Performing At Speed

Hardwired into the router with a cat7 patch cable my Dell Laptop gets around 50 mbps down and 20 up. Using my Pixel phone with data turned off, speedtest.net gives the same two values with some small variations.
If hardwired in you're only getting 50mbps/20mbps, then its either the provisioning, the line running to it, or the modem itself.
It'd be pointless to work on the wireless if the router's only getting those speeds hardwired.
