Can the C7000 AC1900 Wifi Cable Modem Router be used with our the ONT of our new city 1Gig fiber network as just a wifi router?

Sadly, because it lacks an Ethernet WAN/Internet port, your C7000
would not be useful as a router in a non-cable-TV environment. You'd
need a new router (with an Ethernet WAN/Internet port).
It should be possible to use your C7000 as a wireless access point to
extend the wireless-network coverage from your new router, so it might
not be a complete paperweight in your new environment. See, for

That's written for a Netgear C6300-as-WAP, but the steps are about the
same for any other router (any make/model) which lacks a one-step WAP
option. (I'd expect a C7000 to be very similar.)
