Downstream/Upstream Channel Locking

Hello, I have a Netgear Nighthawk AC1900 c7000v2 Cable Modem Router. It's a 24x8. I have no trouble with the downstream channels, all 24 are locked. The upstream channels, however, only half of them lock (channels 1-4). The other half (5-8) won't lock. So basically I have a "24x4" modem router.
My ISP is comcast. My internet works fine, and my speed matches my tier (250 Mbps). My question would be: Is it common that not all the channels lock?

Yes, its very common for it to only lock 4. Do you get your full upload speeds?
I pay for gigabit with a CM1000 that only has 4 locked upstream. I still get full upload speeds.
