Your public ip address is assigned by your isp. 

there's ways to get a different one. 

• ask your isp for a different one (they might refuse)
• use a vpn
• use a proxy 
• sometimes its a simple as unplugging/replugging your modem. Sometimes the ISP assigns you a different ip address.

As plemans says, no can do.

 

However, if you can explain why you want to do this, there may be other ways of achieving the same result.
