The DNS server isn't responding

I have a cm400 modem. i have been getting random dns server not responding issue. i have tried everything i could find on the internet to cure this. i.e. ipconfig commands, changing isp numbers, resetting router and modems. i am at my wits end with this please help

    You mentioned  a router, what router do you have? Did you try changing DNS Servers in the router? Did you try using Goolge DNS - 8.8.8.8 and 8.8.4.4?
