What about the other LED indicators? Visit
http://netgear.com/support , put in your model number, and look for
Documentation. Get the User Manual. Read. Look for "Front Panel" and
"Wireless On/Off button" and/or "Table 1. Front panel LED descriptions".
I'd expect the WPS LED to go off when the wieless network is
disabled.

That would be consistent with no wireless.

What about when the "Wireless On/Off button" is pressed?
In the web-browser interface, look at ADVANCED > Advanced Setup >
Wireless Settings : Enable Wireless Router Radio (for both 2.4GHz and
5GHz).

What, exactly, does "no luck" mean to you? That the reset operation
didn't appear to occur, or that it did appear to occur, but the symptoms
were unchanged?
If the router web page says that the radios are enabled, but the
radio LED indicators are off, and a proper settings reset doesn't change

Ah. Sorry. I misread the original problem description.

I'd try a reset again, with no data cables connected to the router.
If the router doesn't react after holding the Reset button for, say, ten
seconds, then I'd try the TFTP recovery scheme:
