16 cameras potentially require quite a bit of bandwidth. A couple questions.
1. HD cameras Or what is the resolution, frame speed, and format?
2. When you're watching them with phone or app, does it upload the video online and then to the app or does it all stay on your local lan network?
3. If you're out in public does your phone have the same lag?
Reason why I ask this is about your upload speed. You put you have a 75mbps plan. Usually these have a 4-5mbps upload speed. Thats the key here. If you're running 16 hd cameras and its uploading to the cloud/online server, its going to potentially max out the connection. You've stated that your cameras are all wired to a switch (none wireless) with is great. The c3700 should be able to handle all that. It just comes down to how your cctv system works. If it keeps all your info on the local lan, an upgraded router potentially can help stream to your wireless devices. If it uploads it, then thats your bottleneck.
Here's a little article of calculating cctv bandwidth. I'd take a look at it to get a rough calculation of how much bandwidth you need to compare with what you have. Also, test your speeds (speedtest.net) to see upload/download.

say do you happen to know if i was to plug my brother printer in the the usb port on the c3700 modem if that would let me run the printer like it would be plugged into the pc? we have a few pc's and now i use the printer connected via wifi and then cat5 to a network switch. but to take that traffice of the wifi if i can connect the printer to the modem so all the pc's can pritn would be great.
