There are 2 ways to enable wireless on all 4500 variants.
Wireless button on the outside of the device. Or from the router's GUI. If you want to use custom SSID names, etc, find additional settings under the Set Up Wizard > Wireless in the navigation pane.

Re: Netgear genie wireless icon off. How to turn back on.
What do the LED lights on the thing look like?
There is a manual for the WNDR4500 somewhere at the end of this link:
>>>>> WNDR4500 | Product | Support | NETGEAR <<<<<
See the section Troubleshooting with the LEDs.
And what is this "netgear genie wir[e]less icon"? Where do you see it?
