RDN4000 v3 can't be seen on the network.

I actuall have v3 with 4 1TB drives installed and it has been working well.
The cable company router took a power hit during a storm and blew out a network port, that it turn might have taken out the network port on the ReadyNAS. The link lig comes on. The front screen shows the correct IP address. I have moved the cable to several different ports and also tried going through a switch. I can't ping the device or get to the admin page via browser.
Are there even parts available for this unit? I would love to be able to retrieve the contents of the volumes,
Or is there a replacement device I could put the drives into that would recognize the existing data?

Though this is often confusing, as far as the forum is concerned you have a v1. More pedantically, you have hardware revision 3 of the original NV+. The "NV+ v2" is a different platform that uses an ARM processor instead of a Sparc. Your NAS runs 4.1.x firmware, the "NV+ v2" runs 5.3.x.

Did you assign a static IP address to the NAS (in frontview)?

Netgear doesn't carry parts for it (and it went end-of-life back in 2011).
If you can connect the drives to a PC, (either with SATA or a USB adapter/dock) then you can get the data using RAID recovery software. https://www.r-studio.com/
If you are comfortable with linux, it is also possible to mount the array using linux command lines.
If you purchase a new ReadyNAS, Netgear paid support can temporarily mount the array, so you can offload the data. I don't know what they charge for that service. https://kb.netgear.com/29876/ReadyNAS-Migrating-disks-from-RAIDiator-4-1-or-RAIDiator-5-3-to-ReadyNA...
