netgear genie keeps locking me out and parental controls dont work, at all

i have a netgear D6100, i installed netgear genie specifically for the parental controls, however they never worked.

i had another crack at getting the live parental controls working tonight, no such luck. no matter what i set it to it does not block or prevent viewing of ANYTHING. when trying to set parental controls to individual devices, it allows you to select the level and apply, though as soon as you return"modify" the devices it has reverted back to "default level for this router".

So i decided to re-install genie, all seemed to go well even though parental controls still dont work.

But now after about 15minutes of use, the router locks me out of its settings. genie will not let me loggin and when trying to loggin in via web browser i get "ERR_CONNECTION_REFUSED". no problem with internet access, just logging in to router.

the router needs to be restarted in order to regain access.

anyone have any idea whats going on here??
