Cannot obtain IP address

When I check the status of the network port, the Network Icon shows the inactive status. The system warns that the IP address cannot be obtained from the server. 

Is the DHCP service on the server disabled?

What network port? One on the router?

Where do you see this icon? On a Windows PC?
