I am trying to decide between two Netgear routers.
Costco has the NETGEAR Nighthawk 6-Stream AX4300 for $130, down from $200 right now.
It says it's wifi six but the details show up to 802.11 ac
Is this some sort of strange advertising issue?
I'm looking at another similar wifi router from the same line that's newer and more expensive.
Netgear Nighthawk AX4200, which appears to be a true wifi 6 router with 802.11ax.

That's not a Netgear model number. RAX45? Nor is AX4200.
Manuals are always a good place to start.
Visit the support pages:
Support | NETGEAR
Feed in the model numbers and check the documentation for the hardware.

Re: I am trying to decide between two Netgear routers.
What actual models are you looking at and what prices are they?
You're not going to see much performance difference from an AX4300 to an AX4200 if they're both just straight routers and not mesh or your not looking for other features. So an actual model number helps so we can see what features they both have and what each devices is.
How much area are you trying to cover?
What do you use it for.
Hint, like @michaelkenward says, the AX**** is a speed and not a model.
