NAT Moderate/UPnP not successful XBOX ONE

Product: ORBI AXE11000 RBKE963B
Firmware Version V6.0.3.85_3.1.15
Problem: NAT type moderate/ UPnP is not successful. I attempted to cut off/on UPnP, device, and router. I tried clearing cache on blu ray per google/youtube. I tried different manual ports through the xbox. My connection is a hard wired 1gig/1gig fiber modem that is not a wireless dual combo. When connecting modem directly to the xbox one- I have a open NAT type. I had no issues with my previous RBK50 Orbi and was always Open.
-The only work around solution is to do static IP on xbox, port forwarding, than disable UPnP. I have a ton of devices that talk to each other and security cameras. Not really trying to disable UPnP unless absolutely needed.
I'm out of ideas to fix this problem...any recommendations?

Again press the front power button on the box and let it shut off. Then release.
Go in to the RBRs web page and change the NAT Filter to OPEN under Advanced Tab/WAN setup. Apply and reboot the RBR.
After it's ready, turn ON the xbox. Check NAT status.

Is Armor or SPC enabled on the RBR?
Is the xbox wired to the RBR or wireless connected?
Has a factory reset and setup from scratch been performed on the RBR then setup with out any additional features. Hold the front power button on the xbox until it shut off then back ON then check NAT settings?

Is the xbox wired to the RBR or wireless connected? The Xbox is wired to router

Nat filtering to Open worked.
To get here I navigated to http://orbilogin.net
Sign in, Advanced Tab, Setup, WAN setup, NAT Filtering Open
However, from my research, this is less secure?

I now have my RBRE960 online with a CM2000 cable modem.
NAT Filter here is set for Secure.
Both of my XB1s show OPEN NAT on there Dashboards.
