PLP2000 no Pick a Plug light

PLP2000 no Pick a Plug light
Bought a pair of these Powerline 2000 units to extend service into a bedroom/den where WiFi signal is weak. Set them up plugged directly into outlets, got Power and Ethernet lights (Modem and PC) but no Pick a Plug lights. Pressed the factory reset buttons on both units multiple times (including holding them for 10-15 seconds), moved them both to outlets on the same wall with nothing else plugged in -- nothing. There is no firmware for these boxes (no CD came with them either) and the only troubleshooting tips are 1) reset the boxes to factory settings (tried multiple times) or 2) "make sure that all Powerline devices are using the same encryption key" -- I didn't change any settings and it's not clear how to even if I wanted to. Any thoughts?

The lack of Pick a Plug lights is a sign that they aren't talking to each other over the mains circuit.
Could be duds.
