Double check you have no other device on your LAN sharing the same IP address, being DHCP, being static IP.
From the computer shell (cmd on Windows) what shows a
ping aplogin.com

Nothing fancy, simple network. pfSense router, TPLink switch and WAX218 on the switch.
Only notable changes was the switch was upgraded about 18 months ago, haven't attempted login to the AP since. The IP set in the AP does respond to ping, just the admin login webpage doesn't respond. Bypassing the switch to the AP (using another switch) allows login.
Pointing to the TPLink switch is doing something funny.
This likely has nothing to do with the AP at all, however I still need to find the time to investigate further.

I'm having the exact same issue with the WAX610. AP functions fine, SSID broadcasts and data transfers, but I cannot access the local web GUI. Sometimes it works, sometimes it doesn't. I'll power cycle the AP and it'll allow me to log in to the web GUI, but if I give it a day and come back, there's a good chance the same issue is occurring. I have two other WAX610s on the same network fed by the same switch and they don't have this issue. Leaning towards a device-specific problem.

One more proof that the same is not the same. Especially because of the OP mentioned to suspect a switch issue (non-Netgear). Very different model, different hardware platform, different OEM, complete different product line.
For your WAX610, get the current firmware image - WAX610 / WAX610Y Firmware Version 10.7.0.10 - re-apply the firmware image again, do a factory reset, re-configure from scratch in case you are nor using Netgear Insight, and check if the problem does remain. In this case, head to https://my.netgear.com/, click on your model and serial number, use the [Request Hardware Support], briefly describe the issue ...
