No.  Netgear removed the app upload feature.   You can see that in the release notes:

You'll find that you can upload the plex deb file as if it were a firmware update, and that will work.  You can also just downgrade back to 6.10.9.

 

BTW, if you end up needing to install or update a system library, then that will fail unless you also make the mod here:
