Local network with 2 routers and 2 internet access. How to choose which internet access is used ?

I have a configuration at home with 2 Netgear routers and 2 internet access :
- 1 ADSL modem/router series 1000 (local address 192.168.0.1), with ADSL connection enabled,
- 1 router series 3700, with WAN socket connected to my Internet satellite modem (local address 192.168.0.2)
I want to control, for each connected PC, which equipment (ADSL or satellite) is used to access the internet, as my satellite access offers a good speed but limited data volume...
The two modems are on the local network 192.168.0.0, submask 255.255.255.0, with addresses 192.168.0.1 and 192.168.0.2, and they are directly connected by a RJ45 cable on LAN sockets.
1. To begin with...
If I do not activate DHCP on either router, and I manually define TCP/IP connections on my PCs, am I 100% sure that :
- all PC with gateway and DNS defined to 192.168.0.1 will use ADSL to forward internet access,
- same with gateway and DNS at 192.168.0.2 to use satellite for internet access ??
2. And further
If I activate DHCP on both routers, with separate address ranges (eg 192.168.0.50 to 99 for ADSL router, and 192.168.0.100 to 149 for satellite router), am I sure that a PC which is physically connected by RJ45 to ADSL router, or wireless to the SSID of the ADSL router, will get by DHCP its address, gateway and DNS from this same router (and thus will use ADSL to forward internet access, if answer to previous question is yes) ?

I thought for sure that this was going to be a question about load balancing across two Internet connections. Instead your questions are much more straightforward. The answer to both questions is, "Yes."
