I bought a brand new gs305pp from Amazon. After opening the package, I found that the blue sticker on the inner plastic bag showed "NETGEAR QUALITY INSPECTION" instead of "NETGEAR", I wonder if this is a new product or offcial refurbished one?

Be informed that QC in "NETGEAR QC" stands for quality control.
If your concern about your purchase being A grade or not, then this should be taken up with the reseller.
If your concern is about your purchase being genuine NETGEAR or not, then this can be validated using the serial number to register.

Kindly verify who is the seller in Amazon whom you purchased the GS305PP.
Also, please post a photo that shows "NETGEAR QUALITY INSPECTION" you have described in your post.

I had the same problem again. Two identical brand-new eax20, one with transparent glue seal and the other with Netgear QC.
