Mac not connecting to captive popup

I have a WiFi range extender (AC750 EX6100) I was trying to set up with my MacBook Air M1 (running Monterey). Our router doesn't have WPS so I have to use NetGear genie, but when trying to select the new wifi extender a captive.apple. com popup shows and says it's unable to load, I think because of security updates in newer mac software?
Does this mean that the extender is unusable and I would have to get a different one compatible with my macbook?

    Try using the browser on the phone. 

    I've done that a couple times.
