What router are you connected to?
What speeds do you get from the router if you're phone is connected to the 2.4ghz at the spot the extender is?
An extender does need a decent signal to pick up and rebroadcast so the signal and router its running off is kind of key.
Sometime else to keep in mind with standard extenders is that they cut the throughput in half for devices connected to them. Here's why.
an extender has to receive and then retransmit a signal. and it can't do both at once. So its speed is going to be half of what its actually getting.

I have a talktalk router which gives me 70mbps
when I had the netgear extender next to my router as a wifi extender I was still getting 4 mbps

which talktalk router? there's more than 1 and talktalk devices aren't known to play well with extenders because they sell their own.
