ATT tends to use gateway devices that are modem/router combo devices. It causes a double nat. Check into fixing that first.
Then, power off the satellites and see if the drops happen if the computer is directly connected to the RBR and not the satellites. If it stays solid, it could be a satellite or backhaul issue.
