I have since done this, and it does appear better. Hope it lasts. It's been so frustrating, that I decided to post and see if it helps others.
I can tell you this is definitely not related to the version of Android on our phones. My girlfriend has the S7 Active, and it is on version 7.0, and does not have any issues with wifi connectivity. As others have stated, this is specific to the S8/+ and the Orbi.
I can also tell you it isn't a problem with the handoff between bands/frequencies. I've completely disabled the 2.4gHz range just to test this, the problem persists.

I ahve the ORbi but have seen similar issues with eero. I can not get the S8+ to connect to 5G which I could force it.
