WiFi network without cellular AX4/AX1800

Question

Hi, &nbsp;Will this router operate the WiFi network without a sim card or when out of cellular service? I want to be able to link&nbsp;devices on the wifi network and dont always have cell coverage. Yes it should since it does have a WAN port in back that you can connect to a ONT, Cable or DSL modem:
