AirCard ac785-100eus problem for xbox one nat open

hello i have a problem between my Xbox console and one modem netgear aircard  ac785-100eus

which is the exact procedure for the nat open on my console?

the operation that I made are these:
I set a static IP in my console
in the modem I opened the various ports for xbox live (3070-88-80- etc etc ) associated IP address of the console
upnp active

nat the console is open, but if you restart the console becomes nat moderate.

where am I wrong ??

    Unless you have a public IP, you will never get better than moderate. Feel lucky you can even get moderate. I have a Wii U and have been completely unable to get past sect, but have no problem with a device from another manufacturer.

      When you reboot the xbox is it changing ip address that could be the issue. The ac785 does not have a address reservation feature so check to see if its jumping IP address.
