10Mb not working on GS108Ev3 10/100/1000?

Just purchased a one of UNV IPC324ER3-DVPF28 IP Camera ... I have 4 GS108Ev3 Switches on a Gateway Router on a :24 network domain address ... Also have a downstream FS105 10/100 switch cascaded off one of the GS108s ... the camera was set to a static address registered to the gateway router and works fine when plugged in to the FS105 .... however while the GS108 port status shows a 10Mb device is attached, the camera can't be pinged or seen anywhere on the network

Any Ideas how to resolve this other then dusting off some old 10/100 switches?

Additional info ... tried forcing the port to 10Full 10Half or Auto all have the same nogo result

the camera is connected via a TP-LINK TL-POE150S Gigabit POE 10/100/1000 802.3i 802.3u 802.3ab, 802.3af CSMA/CD
