No there's no known compatibility issue with Intel® adapters.
I would advise to run latest 12.0.2.9 software on your M4300-12X12F, since we fixed some DAC issues with that release.
Can you upgrade your 12X12F first thing following the release note indications?
On a separate note, Intel® NICs usually require Intel SFP and SFP+ modules, they are locked or very picky like most servers / storage are (requiring same brand DACs).
That's the reason why we strive to support Third-Party DAC cables, as long as they are MSA standard. Another option could be, try the Intel® Ethernet SFP Twinaxial Cable 3 meters XDACBL3M and let us know how it goes with 12.0.2.9 latest software.

I'll get the firmware updated on the switches.
According to Intel the card should "support direct attach cables that comply with SFF-8431 v4.1 and SFF-8472 v10.4 specifications"

I tried in my local environment. It's ok. I Connect M4300-12X12F to PC(Inter X710) with AXC 763 DAC Cable.
So I suggest you can update your Inter X710 adapter dirver and try again.

I was able to update the firmware on the M4300-12X12F but it had no effect. I'll look to update the x710 firmware.

I updated the Firmware and Driver on the card and still no link. I switched the card to a Windows 2008 server and still no link. I'm not sure what else it could be besides the cable.

1) do you have more DAC763? Could you try another one?
2) Could you provide the output of 'show fiber-ports optics-info all'?
