It seems that you are trying to create more than 16 DHCP pools? There is a limitation on these switches, that they can only house max 16 pools, max 1024 leases. It is in the datasheet here:

If you want to reserve IP address for specific clients, you can do that from within a DHCP pool. As described here, on page 385:

Thank you for point out the limit in the data sheet. But that think Netgear is not be honest with customer. Peolple read the datasheet will think it means 16 DHCP Dynamic pools. It should not include other type such as (Unallocated and Manual).
I'm not trying to create 16 DHCP Dynamic pools. I created a single dynamic pool with a /24 subnet. Then started to create manual reservations within the subnet range by following the https://kb.netgear.com/21933/How-do-I-configure-a-Dynamic-Host-Configuration-Protocol-DHCP-reservation-using-CLI-commands-on-my-managed-switch. The web interface KB document suggests the same: https://kb.netgear.com/21934/How-do-I-configure-a-Dynamic-Host-Configuration-Protocol-DHCP-reservation-using-the-web-interface-on-my-managed-switch. There is no way of creating reservations within same DHCP pool configuration. Hence, each reservation will take one from the limit of 16.

You did the config correctly. Reservations will require a separate "pool". The problem is then of course that the switch will only hold a maximum of 16 pools. Unfortunately, there is not much you can do about that.
Is it possible that you can use static IPs instead, on the end devices?

Hi Hopchen,
Thank you for verifying the configuration. At this moment, the M4100 is not suitable for my needs to act as DHCP server. I like the fact I can configure DHCP options per reservation. But 15 reservations is just not enough. I hope netgear can relax this hard limit. Or enforce the limit for Dynamic pools only.
And the static IP assignments defeat the purpose of using DHCP to configuration the host.
