Are the 3 FS728TP switches directly connected to the GS724T? Or, are all switches daisy-chained?
What VLANs are configured in the FS728TP and GS724T switches?
It would be best if you post a detailed diagram of your network setup.

Hopefully there's a switch layout attached, with added detail. Hope it makes sense.
Basically, I can't ping the time server PC from the GUI on any switch other than the GS724T it is physically connected to. Likewise I can't ping any device from the GUI of the switch that that device is physically connected to.
All switches are running the latest firmware.
