Since only 1-24 are link and activity LEDs are affected and the switch is operational, a clear indication of a hardware issue. Head to https://my.netger.com/ and select the switch serial number affected, and follow the [Request Hardwre Support] process on behalf of your customer.
As the GS752TPv3 isn't a Manged Switch, I'll suggest a moderator to move this thread to the more appropriate Plus And Smart Switches Forum to discuss Smart Switches (T) and Plus Switches (E), including Local and Remote Management models.

I have not tried reverting to a previous firmware version, that is something that we can attempt after hours. Will revert one version back to 6.2.0.31.
- The lights that are working, are working properly. When I unplug something, the lights turn off immediately, as you would expect.
- This switch is a "core" switch, so other edge switches are connected to the first few ports. The other swithes and devices connected to those first few ports are reachable when the lights are off.
- Apart from that, we have a few printers, servers, thin clients and telephones connected to the switch all spread out on various ports including the ones without the lights. I would say, nothing “unusual”.

I performed the downgrade this morning, but it did not have the intended effect. We are now running 6.2.0.31.
As stated before, although the lights are off the ports are functional.
