Were you able to try delete the cache of the browser you are using? If not yet, kindly try it as well as try other browsers like Firefox. You may also try to access the web-GUI via Incognito mode in Google Chrome or InPrivate Browsing in Firefox.
Also, is the port where the PC you are using to access the web-GUI of the M4100 switch set to PVID=10? To isolate the problem, kindly member one port of the M4100 switch to the Management VLAN 10 with a PVID=10 then try to check if you will get replies when you ping the IP address set on the Management VLAN and try to access the web-GUI of the M4100 switch.
