Port configued to Switch mode? Default is stacking mode AFIK https://kb.netgear.com/21898/How-do-I-configure-a-stacking-port-as-an-ethernet-port-using-the-web-interface-on-my-managed-switch

Hello
the 4 x uplink ports are in ethernet mode only. They detect fiber modules with their firmware description/ speec etc but always link down
ALso only first 24 ports are communicating rest are not

As this is a new switch please get in touch with Netgear's customer support - suspect a hardware issue.
